Overview
Welcome to the KHSDC V tournament overview document. This document explains the most crucial elements of this event, in brief. If you are a school liaison or the person responsible for your team's registration, you need to read this document. If you need clarification, please contact any member of the organizing team or the tournament Convenor. Any issues not resolved by policies discussed in this document or the KHSDC rules are left at the discretion of the organizing committee, the Chief Adjudicator and ultimately the Convenor of the tournament.

Tournament Rules
The KHSDC has its own set of tournament rules that are available on this website. It is our assumption that you will have read and become familiar with the rules of the tournament, before participating in the tournament. The KHSDC will follow the Worlds Schools Debating Championships (WSDC) Parliamentary format for debating and judging. In brief, this means that
The Registration Process
The registration process is a 3 step procedure. We will help by providing information, regular updates and all the support you need, but ultimately it is the responsibility of the school liaisons to ensure a successful and error free registration process.
To ensure you qualify to participate in this tournament, please read the section in the rules on Tournament Eligibility (section 52). In brief, you must be a full time student in any High School in South Korea and must register through your school.
For this tournament, we will also be enforcing an N-1 rule on the minimum number of adjudicators each institution needs to send. Each institution must send at least the number of adjudicators totalling one less than the total number of teams they are sending. This has to be confirmed during the pre-registration phase of the registration process (Step 1). Therefore, if you are trying to pre-register 6 teams, you should also pre-register 5 adjudicators. Institutions are allowed to send more adjudicators than teams.
Step 1 : Pre-Registration (October 29th to November 26th)
During this period each school registers the teams they intend to send to KHSDC V. You may register as many teams as you like, but only the first 2 are confirmed (if you pay for them during the Payment Period). The remaining teams will be placed on a waiting list. We will try to accept as many teams as possible, but are constrained by our team cap (60 teams) and the need to ensure diverse representation. See the next section for more on our waiting list policy.
Only registration forms that are correctly and completely filled in will be accepted. You will receive a confirmation email at latest 2 days after registration. Proof of sending is not proof of receipt, so if you do not get your confirmation email, please contact us immediately.
Step 2 : Tournament Pool Announced (November 29th)
At this point we will release a full list of teams that we can accommodate for KHSDC V. Our policy for selecting the teams is as such
Step 3 : Payment (December 1st to 5th)
Teams that have successfully passed Step 2 must make full payment within this period to ensure successful registration. If your payment is not received, you will lose your place to another team on the waiting list.
If payments are not made in time, your place will be offered to remaining teams on the waiting list using the same system in Step 2.
Tournament Schedule
The following details are important to ensure the tournament runs successfully for everyone.
December 8th : Prepared Motions and MPJ Packets released
The prepared motions and MPJ (Mutual Preference Judging) packets will be made available for download on www.khsdc.com. The importance of the motions are self-evident. The MPJ forms are important to ensure fair and balanced judging. Briefly, you will get an opportunity to rank all the judges in the tournament. In any round, we will try our best to give you and your opposite team judges that the both of you have ranked similarly.
The MPJ packets will contain a profile on all the adjudicators in the tournament, an MPJ form and instructions on how to fill the form. You need to submit the completed MPJ form by the 26th of January
January 26th : Submit completed MPJ Packets
All teams must submit their completed MPJ packets by this date. Failure to do so means that your Judge Preferences will be set by the adjudication team.
Tabbing Policy
The tabbing policies are set out to ensure the best teams make the final stages of the tournament in the fairest and most accurate manner. The tabbing policies determine each debate match-up during the preliminary rounds (who debates who and which position they take). This is how these decisions are made:

Tournament Rules
The KHSDC has its own set of tournament rules that are available on this website. The KHSDC will follow the Worlds Schools Debating Championships (WSDC) Parliamentary format for debating and judging. In brief, this means that
- each debate will be between two teams, the Proposition (who will support the topic) and the Opposition (who will oppose the topic)
- while this is fundamentally a competition among teams, there will be awards for the best speakers during the preliminary phase of this tournament. This will be decided by accumulating speaker points accrued over 6 preliminary rounds, minus the highest and lowest points.
- for impromptu rounds, each team will have 1 hour to prepare. For prepared rounds, the debates will start 10 minutes after the match-ups are announced (this is time to for debaters to walk to their rooms, not preparation time)
- speaking times are 8 minutes for constructive speeches and 4 minutes for reply speeches
- the team that is not speaking is allowed to offer interjections (Points of Information) to the speaker holding the floor between the 1st and 7th minute of each speech (except the Reply Speech)
- there are no Points of Order or Cross-Examinations in this format
- judging and scoring will be in adherence to the WSDC rules. For more information, please read the section on the website on judging, visit the WSDC website or contact us.

- while space is available, accept 2 teams per institution that have correctly and completely registered within the allocated registration period, based on a first-come-first-serve basis
- if there is more room in the tournament to accept more teams, we will accept ONE team from each institution on the waiting list on a RANDOM basis.
- if there are more spaces available, we will accept ONE more team from each institution on the waiting list based on a random basis. Repeat this process until all spaces are filled up or waiting list is empty
Step 3 : Payment (December 1st to 5th)
Teams that have successfully passed Step 2 must make full payment within this period to ensure successful registration. If your payment is not received, you will lose your place to another team on the waiting list.
- KFL Registration Fee: 200,000 KRW/school (Each school registering debaters pays this once)
- Registration Fee: 150,000 KRW/debater (450,000 KRW /team) - Same as last year
- Debate Explorer: 30,000 KRW
If payments are not made in time, your place will be offered to remaining teams on the waiting list using the same system in Step 2.

Tabbing Policy
The tabbing policies are set out to ensure the best teams make the final stages of the tournament in the fairest and most accurate manner. The tabbing policies determine each debate match-up during the preliminary rounds (who debates who and which position they take). This is how these decisions are made:
- Round 1 : This is a purely random round. There will be no seeding of any kind.
- Round 2 to 6 : To determine the match-ups, we will use what is called Power Matching. This process will be done by special software according to these rules:

- After each round, teams will be sorted according to their total win/loss ratio, followed by total team speaker points and finally a total of their margin of victory/loss. Teams on the same win/loss ratio will be grouped together in one pool.

- If there are an uneven number of teams, the highest team in the lower pool will be pulled up.

- Match-ups will then be made on a top-middle order (the top team of the pool will be paired with the middle team of the pool, and so on moving down the list).

- Proposition and Opposition positions will be allocated based on which position each team has debated the least, in order to try to ensure a balance of Proposition and Opposition. However we do not guarantee that this will happen.
- Conflict Resolution Rules : We will also apply a set of conflict resolution rules to reduce the impact some types of match-ups might have on the tournament

- Institutions from the same teams meeting each other

- Teams who have met each other meeting each other again
- In the two situations above, we will shift the match-up determined by Power Matching by one place. If this results in a further conflict, we will revert the change. This will only apply during the preliminary stages of the tournament.
